Shannon at a glance
Shannon Airport carries the ICAO code EINN and the identifier SNN. A single runway of 10,495 feet at 46 feet elevation on the Shannon estuary in County Clare, about 15 miles west of Limerick, with ICAO Category 9 fire cover by day and Category 7 overnight.
It is open 24 hours with customs and immigration on the field, it is not slot coordinated, and it has the United States Customs and Border Protection preclearance facility that takes business aircraft.

The Role
Clear the United States before you leave Europe
Preclearance means the crew and passengers are examined by US Customs and Border Protection officers at Shannon, and the aircraft arrives in the United States as a domestic flight. There is no inspection on landing, no queue behind an airline arrival, and the flight can go to an approved airport that is not a port of entry. Shannon is the only airport outside the Americas that offers this to private aircraft.
The general aviation service runs 09:00 to 17:00 local time daily, with extended hours on request. The booking needs a minimum of 24 hours notice, 48 recommended, and eAPIS filed at least 24 hours before departure. Everyone walks to the CBP office with their documents and the process takes about 45 to 50 minutes. The flight is precleared to the specific airport approved for it; a diversion is cleared again on arrival.
Operating
Handling, fuel and the paperwork
No slot and no prior permission. Three handlers work the field, Signature, Universal Aviation and Westair Aviation, around the clock or on request, and the desk appoints one with the fuel and the preclearance booking. Jet A-1 is available at all hours, and the airport asks for prior notice for fuel where the operator has no standing arrangement. Customs and immigration for arrivals into Ireland are on the field 24 hours; Ireland is outside Schengen, so every arrival from the Continent is a passport control.
Two forms decide the trip. The eAPIS manifest and general declaration for the preclearance, and the Aircraft Fleet Declaration Form, filed electronically before an airframe first arrives, which gives the airport the serial number, registration, type, maximum takeoff weight, passenger capacity and noise chapter it uses to invoice runway and parking charges. Parking is charged by the half hour by stand type, with a reduced area for aircraft under 12.5 tonnes and surcharges beyond 48 hours; the desk holds a stand with the handling.
History
The transatlantic gateway since 1945
Shannon opened to landplanes in 1945, on the estuary where the flying boats had staged the first Atlantic crossings, and the first scheduled transatlantic services ran through it that year. The world’s first duty free shop opened here in 1947, and for a generation every westbound airliner refuelled at Shannon.
United States preclearance followed: for airlines first, and from 2010 the first full preclearance for business aircraft anywhere outside the Americas. The long runway, the 24 hour field and the customs on the ramp are the same assets that made it the tech stop; preclearance is what keeps the private fleet coming.

Can a precleared flight land at any US airport?

That is what lets the aircraft use an airport that is not a port of entry. If the flight diverts, it is cleared again on arrival like any international flight.
