Overflight and landing permits, airspace risk, slots and handling for private jet operations across the Gulf and the Levant, from the desk that files the paperwork. Country guides for Saudi Arabia and the UAE, with Qatar, Jordan, Oman, Bahrain, Kuwait and Iraq covered below.

The working reference

How the region works for a private flight

Every FIR in the Middle East issues its own overflight permit, most civil aviation authorities close on Friday and Saturday, and since 2024 the routing itself has become the planning problem: reroutes around closed or restricted airspace via Egypt, Saudi Arabia, Oman, the UAE or the Caucasus add twenty to thirty minutes to a Europe to Gulf sector, GPS jamming and spoofing are routine in parts of the region, and a sudden FIR closure can ground an aircraft. The desk asks for the aircraft documents and the crew and passenger nationalities at least three days out, confirms every permit status twelve hours before departure, enters each approval number exactly as issued in Item 18 of the flight plan, and matches the fuel uplift to the permit where Egypt and Saudi Arabia require it. What follows is the working reference by country, the articles that go deeper, and the airport guides behind them.

Reviewed 9 September 2026. Facts on this page come from the permits the desk files and are checked against the current AIP and NOTAMs before every trip.

Permits

Overflight permits for every FIR you cross, landing permits at every stop including fuel and crew rest. Saudi GACA typically issues overflight in 24 hours and landing in 48 to 72; Qatar needs 48 hours and, since September 2025, a flight notification for any Doha FIR transit; Jordan 24 hours for overflight and 48 for landing. Approval numbers go in Item 18 exactly as issued.

Airspace

Iranian airspace is closed to US operators by FAA rule rather than by safety, and foreign-registered aircraft overfly it daily. The Baghdad FIR is prohibited below FL320 for US operators into 2027. Muscat to Cairo to Athens is the working corridor from the Gulf to Europe when the northern FIRs are restricted. The desk files the security assessment with the permits.

Navigation

GPS jamming and spoofing are NOTAMed across the region. Crews cross-check position against VOR and DME, watch the estimated position uncertainty and clock discrepancies, and report events to ATC. The desk briefs the current picture with the flight plan.

Customs and crew

EU, US and Canadian passport holders generally get a visa on arrival across the GCC; crews enter Jordan on the General Declaration alone. Saudi Arabia seals alcohol on arrival and expects conservative dress; Friday prayers and Ramadan change ground timings everywhere.

Fuel

Uplifts in the Gulf are reliable; the pressure since 2026 has been on the corridor airports, where Cairo and Athens Jet-A rose sharply when Gulf FIRs were restricted. Where a permit states the uplift location, the fuel must match it.

Contingency

When an airport closes, the road can be the plan: Dubai to Muscat about six hours, Abu Dhabi to Muscat seven, Doha to Dammam five, Bahrain to Dammam two across the King Fahd Causeway. Muscat, Dammam and Riyadh kept long-haul connectivity through the 2026 disruption.

Country by country

The rest of the region at a glance

Qatar

Overflight needs QCAA prior permission at least 48 hours ahead. Since 4 September 2025 any flight transiting the Doha FIR without landing files a flight notification through the QCAA web service and waits for the acknowledgment; the operator name goes under OPR/ in Item 18. Landing at Doha in event periods has run on deposit-backed slot schemes with capped ground time and no parking.

Jordan

Overflight requests at least 24 hours ahead, landing at least 48. Crews enter on the General Declaration; most EU, US, UK and Canadian passengers get a visa on arrival. Queen Alia (OJAI) and Marka (OJAM) are both 24 hours with Jet A always available; Marka is the general aviation choice for its short taxi, fast customs and Bombardier and Gulfstream technical support.

Oman

The tech stop and the diversion of choice on the southern corridor. Muscat kept its long-haul links through the 2026 disruption and is about six hours by road from Dubai when the airports close. Permits are filed with the trip.

Bahrain and Kuwait

Both need their own overflight permits. Bahrain is two hours from Dammam across the King Fahd Causeway, which makes it the road contingency for the Eastern Province. The Kuwait to Iraq land border is closed.

Iraq

The Baghdad FIR is prohibited below FL320 for US operators into 2027; high-level transit on the published airways is routine for other registrations with the permit in hand. The desk carries the current restriction with every routing.

Iran

US operators are barred by FAA rule and N-registered aircraft need diplomatic permits; other registrations overfly daily. A diversion into Iran is the risk, because parts with more than ten percent US origin cannot be supplied there. The desk routes N-registered aircraft around it via Egypt and Saudi Arabia.

Questions

Middle East trip support questions

Do I need a separate overflight permit for every Middle East country?

Yes. Each FIR issues its own permit and the approval number must be entered in Item 18 of the flight plan exactly as issued. The desk files them together with the trip and confirms every status twelve hours before departure.

How much notice do Middle East permits need?

Saudi Arabia typically 24 hours for overflight and 48 to 72 for landing, Qatar 48 hours, Jordan 24 for overflight and 48 for landing. Most authorities close on Friday and Saturday, so the desk asks for documents and nationalities at least three days out.

Can a US-registered aircraft overfly Iran?

No. FAA rules bar US operators, and N-registered aircraft would need diplomatic permits. Foreign registrations overfly daily. The desk routes N-registered aircraft via Egypt and Saudi Arabia instead.

What changed for Middle East flights in 2026?

Reroutes around restricted FIRs add twenty to thirty minutes on Europe to Gulf sectors, GPS jamming and spoofing are routine, war-risk insurance is priced on some routings, and sudden FIR closures can ground an aircraft. Permits and handling remain manageable with notice.

Is GPS jamming a real problem in the region?

Yes, and it is NOTAMed. Crews revert to VOR and DME when the estimated position error or the clock drifts, and report events to ATC. The desk briefs the current picture with the flight plan.

Which route do you use from the Gulf to Europe when the northern airspace is closed?

Muscat to Cairo to Athens has been the working corridor. It moves the fuel stop and the cost onto Cairo and Athens, so the desk plans the uplift and the permits for both.

Do passengers need visas for Gulf countries?

EU, US, UK and Canadian passport holders generally get a visa on arrival across the GCC, and GCC citizens move freely. Crews enter Jordan on the General Declaration. The desk confirms the current rule per nationality with the permit.

What does the desk need from me to file Middle East permits?

Aircraft registration, airworthiness and insurance certificates, noise certificate, AOC where applicable, crew and passenger names and nationalities, the full itinerary and the receiving party at each stop, at least three days out.

What happens if an airport closes while I am in the region?

The desk holds the road options: Dubai to Muscat about six hours, Doha to Dammam five, Bahrain to Dammam two. Muscat, Dammam and Riyadh kept long-haul flights through the 2026 disruption.

Where do Saudi Arabia and the UAE have their own pages?

Each has a country guide below with permits, slots, airports, seasons and crew rules, and links to the airport guides for Riyadh, Jeddah, Dammam, Madinah, Dubai, Abu Dhabi and the northern emirates.
