How Saudi Arabia works for a private flight

Saudi Arabia does not run on PPR or slot applications the way Europe does. It runs on the landing permit, which is required for every arrival including a fuel stop or a crew rest, issued by the General Authority of Civil Aviation through an accredited local agent, typically in 48 to 72 hours, with overflight permits in about 24. GACA works Sunday to Thursday, so a Friday request waits, and it slows around Hajj, Ramadan and the national holidays. The routing on the permit is prescribed and a change needs the authority's approval, the fuel uplift location must match the permit, the insurance must name Saudi Arabia explicitly and the radio licence must carry both the registration and the operator name, because a mismatch stalls the approval. Once in, the three big international fields at Riyadh, Jeddah and Dammam have parking to spare outside the event weeks, customs around the clock, and Jet A-1 on the ramp.

Permits and lead times

Landing permit 48 to 72 hours, overflight about 24, domestic permit for internal legs; all three accepted at 24 hours but 72 is the working figure. Every request goes through an accredited Saudi agent. Landing permits are required even for technical and crew-rest stops.

Documents

Complete itinerary, certificate of registration, certificate of airworthiness, AOC and operating specifications where applicable, certificate of insurance naming Saudi Arabia, noise certificate, radio licence, complete crew and passenger General Declaration, invitation letter for the passengers and the local receiving party details.

Slots and parking

No PPR. Some airports require slots, Dammam among them, and Riyadh and Jeddah are busy enough that the desk coordinates arrival and departure times. Parking at Riyadh, Jeddah and Dammam is not usually a constraint, but it is arranged ahead for Formula 1 in Jeddah, Riyadh Season and the pilgrimage peaks.

Seasons

Hajj, Ramadan, Eid al-Fitr and Eid al-Adha are the peaks, when Jeddah and Madinah fill with pilgrimage traffic and GACA slows. Formula 1 in Jeddah and Riyadh Season add event weeks. Firm dates weeks ahead in all of them.

Crew conduct on the ground

Alcohol on board is locked and sealed by a Saudi inspector on arrival and the seal is broken only at departure in front of the inspector; nothing is served while parked. No photography at airports or government sites. Conservative dress, no pork, no gambling, and separate hotel fitness facilities for female crew. Crew stays over 72 hours need special approval.

Airports of entry

Riyadh, Jeddah, Dammam, Madinah, Taif and Hail are airports of entry with 24-hour customs, several on prior notice. Qassim is not an airport of entry. Some regional fields have no customs officer on site; handling, customs and quarantine can be arranged with about 24 hours and the airport's approval.

Jet A-1 at every international field, AVGAS at Riyadh, Jeddah and Dammam. Send a fuel release and the desk coordinates the into-plane agent. Catering orders 24 hours ahead at the main airports. Crew hotels from three to five stars at Riyadh and Jeddah, airport hotels included.

Weather

Desert climate: very hot summers, cool winters, sandstorms and dust storms mostly in summer that force flight plan changes, and heavier rain in the south west around Abha, where the terrain shapes the planning.

Can a foreign-registered aircraft fly a domestic leg inside Saudi Arabia?

It can raise a cabotage question with the authorities, and a domestic permit is needed for the internal leg. Tell the desk the full itinerary before the first permit is filed so the domestic sector is declared with it.
